Representative Barney Frank has answer for celebrities who want tickets to the Inauguration:

Though eBay and StubHub has banned the sale of inaugural tickets, and it’s a violation of the congressional ethics codes to sell them, guess what?! I just found some for sale on eBay! They range in price from a bid of $455 to $20,000 for a pair (and with the latter you get a free Obama magazine!).
The seller of the $20,000 tickets rachelletwilliams says:
I WILL MEET YOU IN D.C. TO PERSONALLY DELIVER THE TICKETS WHEN I PICK THEM UP ON JAN. 15-19.
