I mean, the normal reaction of security around the President would be to throw both leaders on the ground and cover them while someone grabs the shoes to get them out of the room. They could have had some sort of explosive device in them. It looks a little phony to me. Bush and Cheney probably have some sort of financial interest in the shoe manufacturer.
